I would recommend a tinted moisturizer instead :)
I personally love Urban Decay's tinted moisturizer...it looks great, feels great and gives a nice dewy finish...if you want it to look more matte just apply a little powder over it and it looks amazing...its my go to for lazy days
(Also its a little more pricey however well worth it...a little goes a long way..I've been using the same tube for 6 months and still counting :)
as for your shinny issue on days you don't use a tinted moisturizer/bb cream lol maybe you should switch moisturizers find a water based instead of oil based...it makes an extreme difference...and if you still have some shine just always set your face with a powder...also blotting your face before applying anything on your face is a good option...

I actually love Maybelline Dream Fresh BB cream! I'm light skinned and thirteen also. :) it has no oil in it and I don't get shiny wearing it all day. I don't have to worry about it in P.E. too because it doesn't melt off of my face.
