I struggled too until I tried this out. I use palladios eyeshadow primer along my lower lash line before I put on my liner and it stays put all day for me!

Take a black eyeshadow and a small angled brush and lightly pat it over your liner I don't know where I heard that from but I do that trick all the time and it works like a charm hope this helps.

I also apply a powder shadow over my liner, especially on the water line, to prolong the wear. This works for both pencil and gel formulas, although I have to say that Smashbox Jet Set gel liner is a powerhouse: since I started using it last year it's become my HG. It's the only eyeliner I've tried that sticks to my waterline without a powder layered on top. I still turn to my UD and MUFE pencils, though, because the Jet Set line doesn't offer many colors.
