What's The Best Way To Prevent Eyeliner From Running??

How do you prevent eyeliner from running? I can't seem to put any eyeliner on my lower lash line without it running.

You can put on the eyeliner first then aply a thin layer of black eye shadow on topp (dabb it on) this will prevent it from running

I use a black pencil for drawing then liquid on top but what does the trick is black eyeshadow on liner (push it in with a semi firm- firm little brush.
