Sounds like allergies go see your doctor for a prescription eye drop like patenol or you can buy over the counter drops for allergies - I use opcon-a from bauch & laumb and also take an allergy pill like claratin.

How long has it been going on? If it is a persistent issue try talking to your general practitioner and maybe get a referral to a dermatologist.
I have eczema and rosacea. I use a gentle cleanser on my face, usually Cera Ve or Cetaphil and then use their moisturizers. For the eye area, I then use Benefit's It's Potent eye cream for extra help.
Try not to rub and use a cool compress when they are itchy and painful. I wish you luck!
