Try mixing turquoise, the lighter blue and the not neon green, that would make a nice colour =]
colours will go brown if you mix the 3 primary colours (red, yellow and blue) or 2 colours that use the primarys as a base
as for using two colours separately, arrange them so it's a colour wheel and you'll be able to tell what suit each other =]

I actually used the beyond the zone blue (in a soap cap) you have in the picture for my pastel blue hair and I LOVE it... I love blue and green combos or blue and purple combos, you should go that way =)
