Any shiny lip gloss or stick will give the illusion of fuller lips:)

Lipliner a little bit outside the lips but not to much ;) here you can see the result, on the left without lipliner & gloss, both on the right with lipliner & gloss it works with every colour

Dab a high shine gloss in the center of your lips for a fuller pout :)
