It's a little bit of genetics, and a little moisture. Dry lips will be more texture-y, but some people just have deeper grooves in their lips. I have it too, so if there's anything beyond lip balm I'd be happy to know :)

I was thinking maybe like a lip scrub? I've hear of like a sugar lip scrub, and lightly brushing your lips with an old soft toothbrush. I do the thing with the toothbrush and it kind of works.

Yes you can make your own lip scrub, it works just the same as the $40 in sephora haha.. A tablespoon of white sugar + 1 1/2 tbsp honey :)

If the scrubs don't work, try using a lip plumping gloss. It makes your lips bigger (not sure if this is a pro or con for you) by producing an allergic reaction and causes your lips to slightly swell (plump). This method also reduces the lines in lips.
