Its for your eyeshadow or eyeliner so it lasts longer.

Eye primer is supposed to make your shadows last longer& help to not crease. Some also help bring out the color of the eyeshadow a lot better(:

You can Put it on After you applied your Foundation

You don't have to put it on before the rest of your make-up, its really up to you. I usually put it on when I'm ready to start working with my eyes.

Eye primer keeps the eye shadow from creasing and keeps the color last longer. It's not really a necessity unless you're wearing a heavy eyeshadow look. Urban decay makes a great one.

I use Alo Vera Gel (the stuff you put on sunburn?) mixed with a little foundation as my eye primer lol.
