Are you sure she is washing her scalp all the way? also it might just be the place she lives at or her job that may be causing it. for example if people smoke in her house her hair will absorb that smell easily.

My hair tends to collect whatever smells that are in the air. Even when I'm eating. Its a smell that really only I notice. As long as she washes her hair correctly the smell should go away.
