Does this dress seem formal enough? It's for my 8th grade formal dance. Also, what can I add to make it more formal and cute. Also, again, haha how should I wear my hair and what makeup would look cute?

Yes it looks great! Add big blingy earrings, a big sparkly silver necklace and bracelet. If you want wear a pair of silver sparky heels or you could even go for a pair of brown or black wedges, if not wear batter flats! Grey metallic sparkly eyes with nude or bright pink lips. Have fun! x

I agree with Emily silver would look great withy the dress and as for the hair I'd have it up in so cute updo because with the dancing and everything you don't want to worry about having your hair on neck and in your face!!

I looks beautiful maybe put your hair in a bun and get a jacket to go with it for makeup ware back eyeliner and red lipstick

This color is great with gold or silver but bling will help fancy it out. You could even go with a long strand of rope pearls as this has that retro feel! Simple make up with a little subtle glitter around the eye and a soft pink shimmer gloss! I think a loose side bun would be cute with a cream flower or head band all flapper style would be great!
