Most has little shimmer , you could use a shimmer white shadow and just sheer it out!

Yea a concealer would work if you picked one a few shades lighter than your skin tone, and blend it out well! some highlighting powders have glitter but not all, a like the kind with a sheen rather than sparkle. A light face powder COULD, but it'd probably be less visible.

I use concealer as a highlighter. My concealer is just a shade lighter or so. I think it does a good job.

I always use a concealer and brightening pen (MAC Highlighter in the rose color) to highlight, just make sure you blend well into the foundation so you don't get lines. Concealers, brighteners and regular powders will usually always work great to highlight and contour the face (just use a lighter shade about 1-2 shades lighter than your base) and that will draw those areas out and therefore highlight them, shimmer isn't needed at all to get a good highlight (I usually never use any shimmer at all), I think sometimes it can be too much especially during the day. Hope that helps :)

Yes. Well, I suggest you try this first so that you don't walk out looking ridiculous.

Yup Yesi it should definitely work without foundation, just make sure you're blending it well, check in natural daylight to make sure it looks natural :)

Yes you can, just a few shades lighter like Diane said. But if you prefer highlight with a shimmer you can do that too. I like my NARS Copacabana Highlighter.
