I spent £10 on avons website and got a waterproof eye liner and 2 waterproof mascara- all the items have fab staying power, the only way I can get it off is by using oil-based remover. Have a look for a free delivery code too in google :-)

Just pick up some cream eyeshadows and waterproof eyeliner. If you wear blush & foundation, get cream blush and a good bb cream instead.

I have visited London and it does rain there a lot. :) I found make up primer works well, brand TARTE. Will help keep makeup on. LAURA Geller makes a great foundation and concealer that really stays on. Best wishes to you. Love the UK! Not the rain.

Pixi has a waterproof tinted moisturizer and concealer duo at target. The tinted moisturizer has spf 20 and comes in a squeeze bottle, and the concealer is in the cap. It's really nice. Also makeup forever has the aqua seal (I do believe that's what it is called) and you can use it to set eyeliner or mix it with eyeshadow and apply it to the lid. Gives a really awesome effect.
