A plain white top or black...or even a goldish shirt and maybe wear like a black tube shirt under...jewelry would make it pop also :)...and some we booties.

I would keep it simple as the leggings have enough detail. A black loose kind of top, like a cami or woven tee plus black heels. Add a piece of gold jewellery and you're good to go!
