I use tweezers. It hurts like crazy, but you get used to it and if you're not careful and can cause bleeding.

First try to soften the area with a warm towel to bring it closer to the surface to remove it by either tweezers or a needle.. Or you can exfoliate and use a tiny bit of acne med to try to remove it.
