Try looking up gyaru tutorials on YouTube if you want to open the eye and make it really doll-like, or visual kei if you want a sexy, stunning gaze ;)

You could get a eye lift lol just kiddin just kiddin. you could tight line it. I think I seen something on tv for tape to put on your lids to open them up. lol I'm not much help.

^Yes, they do make medical-grade eyelid tape, or if you want a more natural feel, eyelid glue. A good brand of eyelid glue is Eye Talk :)

Michelle Phan has a good eyelid tape video on youtube. Thats if your looking into it. Though you don't need it, your eyes are beautiful. (: As for eyeliner there are plenty of vids on youtube for monolids...sorry I know I'm just talking about youtube lol sorry but youtube is awesome (:
