I use a Rimmel eyebrow pencil to outline how I want them shaped. And then a light color eyeshadow to fill them. Since you're new, I would recommend skipping the pencil at first because if not, your line will look way harsh. Good luck :)

I can't really are the shade of your eyebrow or shape because of the picture, but I use the Elf Eyebrow kit. It's only $3 and it's literally the best eyebrow thing I've ever bought.

Thanks Emily and honestly Louisa for a starter on brows I recommend you buy the ELF one. Starting off with a pencil probably isn't the best thing you should do. That's more advanced, you do that when you get comfy with filling them in.

I use eyebrow powder with wax and/gel so usually it goes wax powder (lighter to fill and darker to define and shape) then gel afterwards to keep it waterproof otherwise once you finish with powder you can brush with a spoolie brush or the back end of a mascara comb to soften the color so it looks more natural you can also brush after gel just before it dries to help get the shape you want.
