To do that you paint your nails with a regular black then put on a matte topcoat, then again with the regular black do the french tip :)

It's just a matte top coat and then a normal clear/black polish is on the bottom. I don't know what brand that is, but they're probably available everywhere. Just search for a matte black or matte top coat.

Matte black nailpolish. you could buy a matte nailpolish or boil water and use the steam to make it have a Matte finish.
