I put white eyeliner (nyx jumbo pencil milk) on my water line then with a small smudge brush I put whatever color eyeshadow I want on top. :)) I never get it in my eye. Just be careful if you have sensitive eyes.

If you want to use eyeshadow get an eyeshadow crayon. They're really nice and have a lovely smooth finish to the make-up.

You can also try a CEL sealer that will transform any loose or pressed powder shadows into an eyeliner. xoxo.

I've hurd of people layering it over their eyeliner to help it stay in place for longer so I'm sure thats ok!

I use gel liner if I line my waterline. It really stays put well.
