Well, if she's using a foundation under her eyes instead of a concealer that could be part of the problem. Yes, foundations can provide great coverage but they can also dry out your skin under your eyes if you use it just there. I recommend her getting a concealer. If she does already use a concealer then I would try using a different brand or different color. Go to the counter and have someone match you.

Exactly, concealers are a great investment. There are many out, some like to buy one slightly lighter than their foundation others just want to match their skin exactly. She can wear it under or on top of her foundation and just blend it all.

I would recommend using a salmon or orangey coloured concealer to neutralize the colour of her dark circles before putting a concealer the same shade as her skin on top, then set it with a small amount of powder (not too much it will get cakey or crease in fine lines). A good neutralizing concealer is benefit's erase paste, just use a small amount because its very thick. After neutralizing, a good and inexpensive concealer option is the maybelline age rewind eraser, it's easy to apply and it's light and creamy - you don't need much at all. I have awful hereditary dark circles and this method works great for me. Hope this helps!
