So today I'm painting them then the next day they start chipping! I use base coat and top. any suggestions?

It's possibly the quality of polish your using and quality of the base/top coats. I find cheap polish chips no matter what but higher quality polish can stay without any additional coats.

If it is a pink red orange or yellow that you are using those colors are not good with top coat but good with just base coat

Before you apply the polish make sure your nails don't have any extra oils on them or anything.
