Everytime I put my eyeliner on it looks great but by the end of the day it looks bad it looks like I have under eye black circles.

You should try using a gel eyeliner on your waterline it won't run! I use the dark brown one from clinique I works great :)

Try sephoras waterproof kohl eye pencil crayon. it lasts n lasts n doesn't run. for your upper lid gel liners are best.

Milanis infinite liquid eyeliner. it will NOT budge, I cry with it and it still looks good(:

Urban decays 24 hour pencils are a little speedy but I promise you they will not budge. I am very oily especially in the eye area and they don't budge. Also try taking a little angle brush and some shadow the same color over it to set the makeup and use some makeup setting spray as well like urban decay all nighter. Good luck!!
