I'm not really sure what color top I should wear or whether or not a blouse, tank top, t-shirt and etc.

A yellow shirt might look nice with it, as it will bring out the yellow in your skirt and (I think) your shoes. :) (Though yellow might not be good with your skin tone, in which case I'd go pink or brown.)
