Any age can use concealer, right? To be exact, is it good for teens as well? I've used foundation but I need something that will target the under eye circles. Any recommendations for this 18 year old? Thanks, greatly appreciated.

Yes! Make sure not to put too much though and also blend it in well. Make a upside down triangle shape with it right underneath your eyes , starting from the inner corner of your eye to the end. Also check out how to highlight or conceal on YouTube :)
