Ross and Bells sells some elf products. The have good prices but bad selections. It's really only the pallets that they sell.

Ulta only sells NYX, sometimes you can NYX at sears or small makeup stores too or nyxcosmetics.com - elf can be purchased at Walmart, or target, kmart, some drugstores but not many- or eyeslipsface.com, I would probably imagine you would have to cross the border...although I'm not sure what drugstores you have where you live.
If you're going online, you should check out NYX products on cherryculture.com and style21.com- they have good products and deals, just not sure if they deliver to where you are, but worth it to look into! :)

If you live near an urban area some of the local beauty supply stores sell some NYX products. But they can be found at Ulta, Harmon's Discount & some Sears. You can also order NYX online from the website, cherryculture.com & every few months you can find it on Hautelook. ELF can be found at Target, some K-Marts & of course the ELF website. Just like NYX every once in a while it can be found on Hautelook.
