Try using Lush Ultra Bland as a makeup remover. It works very well and is extremely gentle, so you can really rub it all around your eyes and get everything and isn't irritating or painful.

I don't like a full on oil remover and the oil frees don't seem to do the trick. so what I did was take the cheaper knock off of loreals oil free from Walmart and added a bit of jojoba oil, jojoba doesn't clog pores, so its great on the eyes. I just flip it over once then put some on a cotton ball.
