What is toner? And what does it do for your skin? What's your suggestion for very oily and sometimes acne prone skin?

Toner is used after your cleanser to remove excess makeup or impurities left behind on your skin and gets the skin prepped for moisturizer or serum. I don't have many good suggestions for your skin type for toners but there are many toners out there that have acne clearing ingredients. At the drugstore neutrogena makes great ones and at the body shop I hear the tea tree toner is great and helps to clear and matify the skin

A true toner (not to be confused with an astringent) rebalances the natural pH of your skin after cleansing. Water isn't pH balanced to your skin, so this is why a toner is do important. And also what Kimberly S. said!
