A simple, one color dress would be good! Maybe add a shawl, and some bulky, bright jewelry that coincides with some of the colors. Since the leggings already have a lot going on, you don't want to go too overboard. Depending on the colors, a button up denim dress might be cute too! Also some kind of floofy skirts with a not too over the top shirt (not too many ruffles, sequins, etc.) would be cute!
Basically, just wear them with the things you'd wear regular leggings with, only a tiny bit more toned down.
