Make sure it matches your neck you don't want to look two different colors it's all needs to blend in evenly

I prefer my neck because the inside of my wrist is lighter than my neck and arms because the sun usually doesn't hit the inside of my wrist

For starters, finding out what undertone you have will play a big part in finding a foundation that will fit you properly whether it's warm, neutral or cool toned. The second thing you can then worry about is going and getting matched, which is a good idea especially if you're struggling to figure out what will fit you best. I personally swatch the foundation on both the bottom of my jaw and the inside of my wrist because being a ginger, most of my skin isn't one particular colour anyway I prefer to match to my neck as the rest of my body can get darker than my neck.

Like Shaye said, matching your undertone first is usually the best. I look at the inner part of my arm and my neck (for example, I see a yellow/golden/warm undertone for myself). Matching foundation for my face, I go into makeup stores and swatch on the inner part of my wrist (hit or miss) OR on my neck (best results).
