Exactly what do mean a long time. Is it itchy? Kinda looks like hives.

It looks like a very specific type of bacterial infection (usually harmless) but you will need to go to a doctor and get it checked, it requires oral medication to get rid of and it will likely reoccur throughout your life.

Okay, thank you. it is not itchy and it feels like skin (not bumps). It has been there for about a year.

Yeah I'd just see a doctor about it. None of us are doctors and we can't really diagnose you with anything. Whatever it is, doesn't look like anything serious. But just in case, it doesn't hurt to get it checked out.
