Hey guys, I really need some advice. My face and hands (I wear full sleeve t-shirts most of the time. It's a habit) are more tanned than the rest of my body. Not the whole hand just the top part over the palm and all. My legs and the latter part of my hands are very very light comparatively. If I buy a foundation should I buy a lighter shade or the same color as my face?

If your neck is light than your face then match to your face and blend down your neck. If your neck is darker than you can either face match to your face and use bronzer or match to your neck but be sure it's a long wearing foundation so you don't get patches of your lighter skin tone peaking through throughout the day.

Alexis has given you some great advice but it's also worth thinking about what you're wearing. I have similar issues myself.
If I'm wearing a cocktail dress (where more skin is exposed) I have to choose a slightly different shade than when I'm wearing jeans and a turtleneck jumper. Or I may have to add bronzer to my paler areas.
