Looks like a pigment, I have it too but mines more pink. Not sure why it happens

Maybe they are blackheads...try a good peel off mask and see if that helps..

Don't worry about it. First of all, do NOT squeeze at them. Instead, try gently exfoliating. Keep the area clean and do your best not to touch it. You can also try a peel mask.

That area can be naturally darker, but the little dots are just your pores. That's not an uncommon place to have them be visible.
