In my opinion, no powder product is ever going to be truly moisturizing. That being said, there are powders that are well-suited to drier skin and won't exaggerate dryness on the skin, like the mac careblend powder or the cover fx illuminating powder (such a pretty finish). If you really want to splurge, I've heard great things about the ByTerry hyaluronic face powder.

A sort of moisturizing powder is one called hydrating mineral veil by bare minerals. I guess it's not really moisturizing since it is a powder, but it definitely kept my skin hydrated and didn't dry it out. It also added a beautiful glow to my skin.

Mineral Veil has been a go to of mine for years. It doesn't have the dry consistency that most powders do. I have dry skin and am very light handed with powder. A powder that will give you an illuminated look is Hourglass Ambient Lighting powders- they are finishing powders, not setting powder. I use a setting powder only on my t-zone and then use the HG ALB all over to give me a healthy glow.

The only setting powder that I've tried that doesn't seem to make my skin look and feel more dry than it already is is actually the Maybelline fit me pressed powder. The dewy and smooth version. I bought it on a whim and didn't expect much but I needed a setting powder asap and the only place open was Target but I really actually like it a lot!
