Barely There Eyebrows

I have very little hair onto eyebrows (not due to over plucking) this is how they naturally are. I also have very oily skin. Is there anything that will stay put and not glide off? Or something to make them grow in more?

Illamasqua eyebrow cake omg I love it, if you mix it with sealing gel it does not glide off at all!

Try using henna - I had really pale brows and this helped.
