I haven't lined my waterline in so long because I always thought it made my eyes look smaller. Also I always had problems with the liner bleeding everywhere under my eye.
Does anyone have any tips for lining your lower waterline and the best liners to use??

If you're worried about your eyes looking smaller you could always try using a nude or white liner on the waterline and then a darker color on the lashline for definition.
as far as eyeliner for the waterline, I really like the MAC Chromaline. it's a cream liner and works really well and so does their PowerPoint pencil liner. I never had an issue of them bleeding and I'm someone that wears prescription lenses and have to apply eye drops 1-2X a day.
as far as tips, I quite like using a cotton swab and making sure the waterline is dry, also when you put liner on try to use a paper to fan it to let it dry completely before you blink cause the upper lash line has moisture and may not let the liner dry down properly.
oh, the urban decay ones are pretty good too

Honestly I just use a cheap eyeliner from Ulta and line my lower water line. To keep it from bleeding or coming off halfway through the day I take a lip liner brush and get some black eyeshadow on it and pack it onto my liner. Stays on all day without any bleeding. 😉

The Ulta gel pencil liners are amazing! My eyes water a lot and have no problem with smearing.

My faves are the MAC kohl pencils, Costa Riche, Teddy, Prunella. The MAC kohls are very soft and don't pull at the waterline. The UD 24/7 pencils are good too. I like to use a pencil brush to smudge them and soften the line. For staying power, I often go over them with an eye shadow on a smudger brush.
