You won't be able to change your hair color without bleach since its such a dark level.

You can go darker, and that's pretty much it if you don't want any damage. Now assuming your hair is virgin, you can do lighter colors that do not require bleach but the color would have to be mixed with a 30 level developer in order to lift the hair, which can be just as damaging as lightner. It's the peroxide that really damages the hair
