Do you think girls with hooded/small eyes can pull off tight lining?

If you use a white or light eyeliner I would definitely say yes, but if you want a dark liner, try a brown or a bronzey color instead of black. Black liner can look harsh and make your eyes look smaller.

I have hooded eyes and I don't think my eyes are complete unless I tight line, it really makes a difference.
