It can be high end or drug store I am using revlon liquid liner but on of my eyes are super watery and I can't even apply it without wiping away or if you have any tips.

Kat Von D Tattoo Liner, hands down. It's my saving grace during allergy season. For my waterline I use the Rimmel Scandaleyes kohl pencil. Using a primer and setting the primer with a shadow (one similar to your skin tone) usually helps with extra staying power.

If you want a gel liner you can't go wrong with Inglot - I promise you that sucker woont budge once it sets!
For a pencil liner the Essences Gel pencil liner is out of this would - I use it in my water line (I have watery eyes as well... and bad allergies) and this eyeliner stays all day! I was not expecting that when I bought a cheap one like Essences!
