The only way to get Kylie's lips is surgery. There's no home remedy/DIY to make your lips fuller and thicker. To create the illusion with makeup you can over line your lips (not too much, just a little bit), use a lighter lipstick in the center of your lips, highlight the Cupid's bow, and contour under the bottom lip.

I say exfoliate with a toothbrush. I have seen remedies using chilli powder but be careful you may get an allergic reaction

Kylie uses temporary lip fillers not plastic surgery. If she stops doing the lip fillers they will go back to normal. unlike plastic surgery where the surgery is more permanent. but other than lining or over lining your lips. there are devices or lip products that you can use like lip plumping gloss or lip suction device.

I get a nice temporary effect with Dior's lip plumping lip gloss... I have a picture to show before and after on my profile if you want to have a look at it :)
Also if you want your lips to not get any smaller with age, not smoking is very important ;) but I'm sure you don't smoke anyway... It's a good tip for people living here in Italy though :)
And yes, like these lovely ladies said, you can use the art of creating varying depths with shadows and light!
One thing I think visually plumps up my lips is when I use a teeny tiny bit of concealer on my outer corners and make my lips shorter lengthwise so they seem taller!

You can get a lip plumper, you apply it a few minutes before your lip product and it just primes your lip for any product you put on afterwards and it will make your lips appear fuller until you take off your makwup.
