Best black eyeliner that doesn't smudge?

I've always had a problem with my black eyeliner that I use on my bottom lash line smudging and accentuating my under eye circles (currently using CG Perfect point plus)... Anyone have suggestions on what I should try that will stay in place?

The only liner that has ever STAYED in place for me, even on my waterline 8 hours+ is Anastasia Beverly Hills Creme Liner in Jet. It is pricey but defiantly lasts and withstands my watery eyes.
