It seems like any time I where foundation my skin breaks out even if the makeup is meant for oily skin.

I have this problem too - I can only wear certain foundations made for sensitive skin - my favorite brands are by MUFE, tarte, Clinique and KVD there are a few more brands you can try like Estée Lauder, Lancôme, shishedo, dermablend, and some others but what have you tried so far? I personally can't really use drugstore makeup without breaking out I have to stick to high end products because they don't use as many or as harsh preservatives as drugstore brands and that's what my skin is sensitive to - if you can find out what specific ingredients cause your breakouts it will be easier to stay away from them.

I have this problem too and I got advice from @Lara R. She told me to use a BB cream. I haven't tried it yet but maybe you could.

I read in a magazine to use bloating paper. Keep the bloating paper over your face and it will soak out your oil. After that you can apply your make up. I have not tried it yet, but you can try that :)
