I just recently cut my hair into a lob, which I'm in love with! but I am really in need for a curling wand that would be easy to use to create loose looking waves such as the photo I will post below.

I would get at least a full inch wand, maybe even larger than 1 1/2 inch. Those waves are created by bigger wands, anything small will just create small tight curls.
Nume has great products, and they're usually on sale.

Also check out Groupon or whatever equivalent in your area! I recently got a loveset with like 5 wands and a straightener for less than 60$can. They're usually made by the same manufacturer as nume, I've bought quite a few from Groupon, this is my third set for my household (my sister took one set when she moved and I no longer share a bathroom with my mom) lol.
But it came with a bunch of different sizes and it'd be nice for you to expirament with what type of curl you like best!

You could use an iron that is around 2 inches wide, or just use a regular wand and when you finish, you could run your fingers lightly through the curls before applying any hairspray to give it that tousled look.

I have a lob and I use an inch barrel because 1) with shorter hair, a wand larger than an inch is personally too large and loose for me bc it doesn't wrap enough times around the barrel to produce a full curl. 2) I find that you want to produce a curl that's a little tighter to let the bonds in your hair set so when you either brush it or run your fingers through it to loosen them to your liking, they stay all day. And I use a clamp curling iron cause I find it faster and easier to curl the ends that with a wand because you can get the wanded effect with the clamp if you just leave out the ends. Hope this helps :)

I just cut my hair as well. I watched desi Perkins video on YouTube. And it helped a lot! I would recommend checking it out.
