I second the chemical exfoliants! To be completely honest, they take a little longer to start working, but the provide lasting results and they don't mess up your skin by tearing it. A good drugstore chemical exfoliant are the Nip+Fab glycolic pads. While you wait for the exfoliants to work (maybe like 2-3 weeks of daily use before bed), try using a moisturizing oil to hydrate your skin (like Jergens Shea beauty oil)

CeraVe! If you can purchase it in Canada, I recommend the Hydrating Cleanser and Moisturizing Cream.
Korres also has some great skincare products for dryness; And Embryolisse Creme is really nice too! Both can be purchased at Sephora.

Tarte marachuga oil has seriously changed my skin. I usually gave super dry skin but I put it on at night and use a little before makeup and I've never been happier with how my skin looks/feels. It's a bit pricy but seriously worth it.

I use Monsia Skincare but in the winter I have added vit E oil after my night moisturizer I feel it seals in the moisture without being greasy.
