I was researching this myself. I was trying to get a comparison review on this product vs Clinique Moisture Surge. All I found out was that it felt really hydrating at firt, but after 5 mins, was gone. Now Moisture Surge is for dry skin, I don't know if the Neutrogena one is for all skin types. Maybe it would be better for oily to combo with surface dehydration. Sorry, if I can't answer your "breakout"  question.
