I have oily skin and I don't know if I should use powder or concealer to contour.

I would use a concealer, then set it with a subtly contouring (closer to your natural shade) powder :)

I use the maybelline fit me foundation stick in 'toffee' and go over it with a powder for an intense contour :)

It varies on my skin on that day and what foundation I'm using... For example today I'm wearing the MUFE ultra HD so I used Kevyn Aucoins sculpting powder.. But if I were to use a more dewy foundation like YSL touché Eclat I use cream (illamsqua, kryolan, or Kevyn Aucoin).

The makeup forever foundation sticks are really good for highlight and contouring they are a little pricey but pigmented and good quality and for a contour kit I would say the Anastasia one is awesome and the darker shades don't leave your face looking muddy.
