My sister is 2 years younger than me and she wears more eye liner than me its very thick and unatractive in my opinion any ideas on how I can tell her to change her makeup for college?

Lol. Trust me when I say this....but she will fit right in at college. In college you will find girls who wear the heavy liner, some who look like they came out of a Bobbi Brown ad and some who are anti-make-up. I'm 38 years and finishing out my last semester in college and I have no fear of wearing bright colored lippies to class. Allow your sister to be herself during her college years. Its the best time for self-exploration. If she feels comfortable wearing it then appreciate her opinion and move on. Ride her butt on getting good grades instead.
