The only full matte palette I have is the Lorac Pro Matte but I'm not sure if they sell that anymore. The matte shades in the regular Lorac Pro Palettes, though, are lovely (:

I totally love the tarte tartelette matte palette I use it everyday. Even though you don't want shimmer when I do want shimmer I use it alongside the urban decay naked 2 palette

A really affordable option that is pigmented is revolution matte palette! But I'm not sure if that's just in the You.K.

My coastal scents are my absolute favorite and not just for the price. I have a neutral matte palette that I made with hot pots. viseart is a great brand and wonderful quality you can't go wrong there. I like the balm as a brand but the meet mattrimony palette is a lot more powdery and less pigmented than the nude tide palette I had. I would still suggest it if it's on sale somewhere though. I really like the two faced natural eyes matte. just a few options for you =)

If you like warm palette or cool and are affordable and beautylish still has in there website is the Anastasia maya Mia palette it's buttery to the touch 29 dollars with tax about 32 bucks you have cool and warm tones

I second Kitty's suggestion: Viseart Neutral Matte palette. In my opinion, Viseart makes the best matte shadows on the market. :)
