Urban Decay 24/7 eyeliner help?!

I need to find a good eyeliner for my waterline that doesn't fall into those little wrinkles under my eyes. I've heard great things about the urban decay 24/7 eyeliner but when I put it on my hand and let it dry and then rubbed my finger on it, it smudged! How do I know it won't do this on my eye? I tested the cargo swimmables and it didn't smudge on my hand at all but it did fall into the wrinkles under my eyes when i bought it and wore it. I feel like the urban decay will be worse and I don't want to spend the money if its going to be wasted. Ideas????

The urban decay 24/7 is awesome... It doesn't matter if it smudges on your hand, it's most likely cause its creamy. Also the Covergirl Liquiline Blast eyeliners are soooo good. I'd reccomend them!!
