The MAC Full Coverage foundation would work well.
It's pretty good on those with normal to slightly dry skin and there is a shade they offer that matched A LOT of fair skinned girls I've done makeup for who had trouble finding a match in other brands.

I think Too Faced Born This Way would be perfect for you. It had a medium to full coverage, it's targeted for normal to dry skin and it gives a natural satin to semi matte finish.

Born This Way is my absolute favorite foundation for normal to dry skin. I get so excited when I get dry clients because I almost always reach for Born This Way. It can be built up to a full coverage and looks so natural and beautiful on the skin. It's a very hydrating formula and it doesn't cling to dry to dry patches. The color range is also pretty nice, though even a few of the ones that should be a pink undertone pull a little yellow Porcelain is that way for sure. Overall I loooove the foundation. I recently became extremely oily so I'm on the hunt for my next holy grail now
