Hello I use revlon colour stay for my foundation and rimmel baby skin primer. are these compatible are they water or oil based?

They're most likely silicone based, a lot of products are. You can tell based off the ingredients list. If words ending in -oxane and -cone are silicones and if they're at the top of the ingredients then they're silicone based.

Yes, those are both silicone based products so they are compatible.
Silicone based stuff seems to work okay with oil based stuff.

A water based primer is okay to use under a silicone or oil based makeup.
The only issue is if the primer is silicone or oil based and the foundation is water based since the primer would kind of repel the water since silicone and oil tends to form a layer over the skin not allowing to water based formula to set or dry down properly
