I'm not sure there is one certain way, there are variations.
I have very oily skin.
I prefer using a powder puff. Then, get your translucent powder and just pat on the powder quite heavily, I tend to use less powder under the eyes because too much powder in that area can really emphasize fine lines and wrinkles.
Everywhere else is fine.
Just leave it on for about 3-5 minutes.
Get a powder brush and gently sweep off the excess powder.
If there's that powdery look, just spray your face with a little bit of fix + and it should fix that.
I personally don't think this technique is all that great for drier skin types.

I use a damp sponge and apply the nyc loose powder or Coty airspun under my eyes, and anywhere I get oily. I also bake under my contour after I do that
